African Union Chairman and Ethiopian Prime Minister Hailemariam Desalegn, in a speech to open the ceremony, said the celebrations would look forward to “create a continent free from poverty and conflict and an Africa whose citizens enjoy a middle income status.”

Today’s 54-member AU is the successor of the Organisation of African Unity (OAU), established amid the heady days as independence from colonial rule swept the continent in 1963.

“While our founders met for the formation of the OAU at the dawn of the independence period 50 years ago, it is fitting that we are meeting here today at a time when Africa is rising,” Hailemariam added.

Leaders said the celebrations would boost the movement to support pan-Africanism.

“When we therefore talk about African solutions to African problems, it is because we know that we can only permanently silence the guns if we act in solidarity and unity,” AU Commission chief Nkosazana Dlamini-Zuma.

“We committed ourselves to honour this historic commemoration by having celebrations that are memorable, that are across the globe… and that will leave a long legacy.”

African leaders were joined by UN leader Ban Ki-moon, Brazilian President Dilma Rousseff and US Secretary of State John Kerry, while French President Francois Hollande and China’s Vice Premier Wang Yang were expected to attend celebrations later.

Mass dancing troupes are set to perform musical dramas later Saturday to some 10,000 guests in a giant hall in the Ethiopian capital.

Development indicators on the continent — including health, education, infant mortality, economic growth and democracy — have improved steadily in the past 50 years.

Africa is home to some of the fastest growing economies in the world according to the IMF, and has attracted huge amounts of foreign investment in recent years.

At the same time 24 out of the 25 nations at the bottom of UN human development index are in Africa, and the subsequent summit will tackle a range of crises the continent faces.

In a statement, EU High Representative Catherine Ashton said the new funding under the Regional Maritime Security program will help to develop the legal and judicial system of countries in the region, so that they are better equipped for the arrest and transfer of pirates.

“This new funding is another sign of our commitment to stamping out piracy. It forms part of our comprehensive approach to assisting countries in the region, which means that we deal with the causes as well as the symptoms of piracy,” Ashton said in a statement.

Funding comes as the number of attacks off the coast of Somalia related to Somali pirates has reduced drastically with five incidents being reported in the first quarter of 2013 including the hijacking of a fishing vessel and its 20-member crew.

The International Chamber of Commerce (ICC) International Maritime Bureau (IMB) has however warned of complacency in its latest quarterly report for January-March, saying the risk of being approached or attacked still exists.

Maritime officials said the drop in reported attacks is due to proactive naval actions against suspect Pirate Action Groups, the employment of privately contracted armed security personnel and the preventive measures used by the merchant vessels.

Since Somali piracy is largely a hijack-for-ransom business, it relies heavily on onshore support for infrastructure that provides food, water, fuel and the leafy narcotic ‘khat’ to the militiamen who guard the hi-jacked ships throughout the ransom negotiation process.

The statement said that due to EU efforts piracy has decreased from 299 attacks in 2011 to 111 in 2012 (a reduction of over 62 per cent), while the number of hijackings dropped from 25 to 12.

EU Development Commissioner Andris Piebalgs said the funding marked a step forward in the fight against piracy because it demonstrates the EU’s on-going commitment to combating this complex problem.

“Strengthening security in the maritime routes is crucial for us because it will help boosting trade and growth in the region, which would enormously improve people’s lives,” said Piebalgs.

The EU’s support comes barely a month after the United Nations approved U.S. $ two million dollars to help curb piracy in the Horn of Africa region particularly off the coast of Somalia.

The UN Trust Fund for the Fight against Piracy approved a package of projects in support of anti-piracy efforts in Somalia and other affected States including Djibouti, Ethiopia, Kenya, Maldives and the Seychelles.

“The dramatic decline in pirate attacks is clear evidence of years of hard work by United Nations Member States, international and regional organizations, and actors in the shipping industry,” said UN Assistant-Secretary-General for Political Affairs Taye- Brook Zerihoun, who chaired the Board of the Trust Fund to Support Initiatives of States.

According to EU which has been present in the Horn of Africa region since 2008 via its anti-piracy taskforce, financial oversight systems will also be strengthened, by providing training for the authorities to prevent the movement of funds contributing to, or resulting from piracy.

In Somalia, it said, the program will also carry out anti- piracy awareness campaigns in areas where piracy is prevalent; as well as providing vulnerable groups of young men with training so that they successfully pursue alternative vocations.

The Horn of Africa has itself also suffered considerably from the impact of piracy. Increased trade costs are estimated to cost the country U.S. $ six million dollars annually; and this figure does not take into account that Somalia cannot develop and expand its maritime trade and fisheries as long as pirates are allowed to operate in its waters.

OMAR BAKRI MUHAMMED

Spiritual leader and founder of the group al-Muhajiroun. The group catapulted to notoriety after the Sept. 11 attacks by organizing an event to celebrate the airplane hijackers. Bakri, who now lives in Lebanon, had been one of the most aggressive voices of radical Islam in Britain. Members of the cell behind the July 7, 2005, London transit bombings also had links to the group.

The government banned al-Muhajiroun after the July 7 attacks but it has reformed under new names — such as the Saved Sect or al-Gurabaa, which have also been banned. He is barred from returning to Britain. Bakri says the man depicted in the startling video that emerged after the death of British serviceman Lee Rigby was named Michael Adebolajo, a Christian who converted to Islam. Bakri recalled Adebolajo was a shy person eager to learn about Islam.

ANJEM CHOUDARY

The former head of the radical group al-Muhajiroun, the Islamist group notorious for glorifying al-Qaida and tied to terror plots at home and abroad. Choudary has in the past described the 9/11 hijackers on the United States as the “Magnificent 19.” He also featured prominently in fiery protests against the publication of cartoons of the Prophet Muhammad. He is the manager of the Sharia Court in Britain. Sharia is Muslim law as derived from the Quran. Choudary says Adebolajo took part in several demonstrations by the group in London.

AL-SHABAB

Al-Qaida linked terrorist group in Somalia. Al-Shabab boasts several hundred foreign fighters, including those from the Middle East with experience in the Iraq and Afghanistan conflicts. It has also recruited fighters from Somali communities in the United States and Europe. Al-Shabab once controlled almost all of Somalia’s capital, Mogadishu, but African Union and Somali forces pushed the militants out of the city in 2011.

The fighting began after al-Shabaab fighters opened fire on residents of a small town on the outskirts of the city, Shabelle Media Network reported Thursday.

Ethiopian troops quickly arrived, causing the insurgents to retreat, said Isaq Ali Abdulle, commander of government forces in the region.

Government forces secured the area, but not before the militants caused more damage to property, Abdulle said.

In the first incident two men, one believed to be a prison warden were shot dead at 6 pm on ten meters from the administration police anti-shifta camp while in the second incident three security guards were gunned down while on night duty at the Ifo market.

According to residents, the three guards were on duty at the local shopping centre when the gunmen armed with AK 47 rifles ambushed them and shot them. Four others were injured and are currently admitted at the Dadaab district hospital with gunshot wounds.

North Eastern Provincial police boss Charlton Mureithi while confirming the incident said that police will not relent in their efforts to apprehend the individuals behind the insecurity incidence in the county.

“Just like corruption crime fights back and this is the work of people out to destabilize and ruin the good work that our officers have been doing during this ongoing operation,” said the police chief.

The PPO said it was unfortunate that innocent civilians continued to lose their lives in cold blood something he said police were determined to an end to.

He said they had profiled names of individuals they believed to be linked to the spate of attacks in Garissa town.

Police in Garissa County have launched a manhunt for assailants. Police have mounted a major operation in the area that has experienced a spate of insecurity in the last few weeks.

Late last week a senior sergeant was gunned down in Wajir town by unknown assailants as he was walking on the streets of the town while in Mandera scores have been killed as a result of the inter clan clashes pitting two warring clans of Garre and Degodia.

Also two weeks ago a police reservists was shot dead at the Ifo market as he boarded a bus and his firearm stolen. His killers remain at large even though his fire arm was later recovered.

Meanwhile, members of the public took the law into their hands and hacked to death two notorious robbery suspects at Kanyamedha village in Kisumu North District.

The two are said to be among part of an organized group that has been staging a series of robberies and burglaries in the area.
