OMAR BAKRI MUHAMMED

Spiritual leader and founder of the group al-Muhajiroun. The group catapulted to notoriety after the Sept. 11 attacks by organizing an event to celebrate the airplane hijackers. Bakri, who now lives in Lebanon, had been one of the most aggressive voices of radical Islam in Britain. Members of the cell behind the July 7, 2005, London transit bombings also had links to the group.

The government banned al-Muhajiroun after the July 7 attacks but it has reformed under new names — such as the Saved Sect or al-Gurabaa, which have also been banned. He is barred from returning to Britain. Bakri says the man depicted in the startling video that emerged after the death of British serviceman Lee Rigby was named Michael Adebolajo, a Christian who converted to Islam. Bakri recalled Adebolajo was a shy person eager to learn about Islam.

ANJEM CHOUDARY

The former head of the radical group al-Muhajiroun, the Islamist group notorious for glorifying al-Qaida and tied to terror plots at home and abroad. Choudary has in the past described the 9/11 hijackers on the United States as the “Magnificent 19.” He also featured prominently in fiery protests against the publication of cartoons of the Prophet Muhammad. He is the manager of the Sharia Court in Britain. Sharia is Muslim law as derived from the Quran. Choudary says Adebolajo took part in several demonstrations by the group in London.

AL-SHABAB

Al-Qaida linked terrorist group in Somalia. Al-Shabab boasts several hundred foreign fighters, including those from the Middle East with experience in the Iraq and Afghanistan conflicts. It has also recruited fighters from Somali communities in the United States and Europe. Al-Shabab once controlled almost all of Somalia’s capital, Mogadishu, but African Union and Somali forces pushed the militants out of the city in 2011.

The fighting began after al-Shabaab fighters opened fire on residents of a small town on the outskirts of the city, Shabelle Media Network reported Thursday.

Ethiopian troops quickly arrived, causing the insurgents to retreat, said Isaq Ali Abdulle, commander of government forces in the region.

Government forces secured the area, but not before the militants caused more damage to property, Abdulle said.

In the first incident two men, one believed to be a prison warden were shot dead at 6 pm on ten meters from the administration police anti-shifta camp while in the second incident three security guards were gunned down while on night duty at the Ifo market.

According to residents, the three guards were on duty at the local shopping centre when the gunmen armed with AK 47 rifles ambushed them and shot them. Four others were injured and are currently admitted at the Dadaab district hospital with gunshot wounds.

North Eastern Provincial police boss Charlton Mureithi while confirming the incident said that police will not relent in their efforts to apprehend the individuals behind the insecurity incidence in the county.

“Just like corruption crime fights back and this is the work of people out to destabilize and ruin the good work that our officers have been doing during this ongoing operation,” said the police chief.

The PPO said it was unfortunate that innocent civilians continued to lose their lives in cold blood something he said police were determined to an end to.

He said they had profiled names of individuals they believed to be linked to the spate of attacks in Garissa town.

Police in Garissa County have launched a manhunt for assailants. Police have mounted a major operation in the area that has experienced a spate of insecurity in the last few weeks.

Late last week a senior sergeant was gunned down in Wajir town by unknown assailants as he was walking on the streets of the town while in Mandera scores have been killed as a result of the inter clan clashes pitting two warring clans of Garre and Degodia.

Also two weeks ago a police reservists was shot dead at the Ifo market as he boarded a bus and his firearm stolen. His killers remain at large even though his fire arm was later recovered.

Meanwhile, members of the public took the law into their hands and hacked to death two notorious robbery suspects at Kanyamedha village in Kisumu North District.

The two are said to be among part of an organized group that has been staging a series of robberies and burglaries in the area.

The UN High Commissioner for Refugees (UNHCR) said the Department of RefugeeAffairs (DRA) reopened registration of asylum seekers on May 8.

“This means that some 4,000 persons who have arrived to Dadaab since the closure ofthe latest two-week registration window on November 30, 2012 will now be registeredand get access to services,” UNHCR said in its Update released in Nairobi.

In November 2013, the government stopped registration of refugees and asylumseekers mainly from Somalia in urban areas and closed all registration centers withimmediate effect due to insecurity incidents across the country.

The government also ordered all Somali refugees and asylum seekers living in urbanareas to return to the Dabaab refugee camp, located in northeast Kenya.

Acting Commissioner for Refugees Sora Katelo said then that the decision has beeninformed by rising insecurity where in some cases refugees have been implicated.

Katelo said the government has further stopped registration of asylum seekers andclosed all registration centers.

UNHCR and all other agencies that offer humanitarian assistance were also advised tostop offering their services to refugees living in urban areas and instead transfer theirassistance to the refugee camps.

Meanwhile, the refugee agency has decried rising insecurity situation in the Dadaabrefugee camp which has resulted in killing and injuries of several people in the past twomonths.

On April 19, masked gunmen killed nine persons in an attack on a hotel in theprovincial capital Garissa. The massacre led to a thorough security operation inGarissa town with police conducting house-to-house searches,according to UNHCR.

Over 200 persons including a number of persons of concern to UNHCR were arrestedduring the operation, while most of the asylum seekers and refugees were releasedafter screening and verification of their legal status.

The refugee agency said perpetrators of the massacre were not apprehended andthere was some speculation that they were hiding in the refugee camps.

In another related development on May 6, alleged Al-Shabaab forces fought a fiercegunbattle in Dhobley town inside Somalia, attacking the police station.

UNCHR said a Kenyan army truck also narrowly escaped an improvised explosiveexplosion device on May 12 in Liboi, the Kenyan border town next to Dhobley.

The perpetrators opened fire at the soldiers and later fled the scene, adding that thiswas after killing a police reservist in Ifo camp on May 10.

The incidents forced residents to hold demonstration expressing resentment atperceived increased insecurity in the camp.

“The demonstration turned violent and several persons were injured. Six allegedlooters were arrested but later released without charges,” it said.

Dadaab refugee complex has been subjected to successive explosives attacks by Al-Shabaab operatives in the country following the onslaught by Kenyan soldiers on theAl-Shabaab in Somalia after the militia staged a series of attacks along the northern region.

WHO said Wednesday that a 4-year-old girl near the Dadaab refugee camp in Kenya and two of her contacts tested positive for polio, the first confirmed cases in Kenya since July 2011. A case in Somalia was confirmed earlier this month.

In response, a vaccination campaign reaching 440,000 children began May 14 in Somalia. A second round of vaccinations is planned and will include parts of Kenya.

WHO said the risk to neighboring countries is very high due to population movements.

Global health leaders last month unveiled a six-year plan to eradicate polio, which is endemic in only three countries: Afghanistan, Pakistan and Nigeria.
